Regular Meeting Monday, July 21, 2008

The Board of Selectmen held a regular meeting at 7:30 P.M. on Monday, July 21, 2008 at Christ the King Church. First Selectman Timothy Griswold, Selectman Skip Sibley and Selectwoman Bonnie Reemsnyder were present.

1.  Approval of Minutes:  1 July 2008 (Special Meeting), and 7 July 2008 (Regular Meeting)
The minutes of the special meeting on July 1 were reviewed. Selectman Sibley moved to accept the minutes as presented and Selectman Griswold seconded the motion. Selectwoman Reemsnyder abstained as she did not attend the July 1 meeting. SO VOTED.

The minutes of the regular meeting on July 7 were reviewed. Selectwoman Reemsnyder moved to accept the minutes as presented and Selectman Sibley seconded the motion. SO VOTED.

2. Communications:
        a. City of Norwich – Sale of Fire Truck
The City of Norwich has offered to purchase a 1983 Hose Tender for $25,000 from the Old Lyme Fire Department which recently purchased a new Hose Tender.

3. Appointments: None

4. Old Business:
        a. Town Hall Expansion - Update
Selectman Griswold distributed a cost sheet as of the end of June. The goal is to finish the project by the end of July. The paving is finished, the swale in the back has been completed and the tiling in the front lobby has been done.

        b. Landfill Closure - Update
The Transfer Station has been completed.  The pile of material on the east side of the proposed bus barn area has been moved and will be used to cover the landfill. The exposed bus barn soil will be tested and the results provided to District 18.
It is hoped a leaf collection area will be created on the north end of the bus barn area with a large roll off container so people can dump leaves. The leaves could then be transported to a composting area on town land or elsewhere. The CTDEP has ruled that grass clippings are no longer accepted at a transfer station, so they should be composted on site (because of possible chemical contamination from pesticides and fertilizers). Brush will continue to be chipped.  Chips are suitable for landscape mulch and are available for $5 a load. Leftover chips could be mixed with the leaves and composted or possibly sold to companies that can use the chips for fuel.

        c. Proposal to Purchase South Chapel Lot from Christ the King
The Planning Commission met on July 10 and approved the purchase of the South Chapel lot parcel for use in the future as a public safety complex because it is located next to the Police Station. The Board of Finance met last week and recommended approval of the $227,000 purchase price to a Town Meeting. The Board of Finance discussed the possibility of funding the purchase over time with the proceeds from the Sound View Parking lot account. The Board of Selectmen would like to get the property appraised before recommending the purchase to a Town Meeting. The Selectmen agreed that the lot should not be used for public beach parking but could be used to park police vehicles and to accommodate church parking, if the South End Chapel is purchased by a church .

        d. Federation of Beaches – Beach Utility Vehicle for Police Patrols
The vehicle has been properly marked and the training has been completed. The town will lease the vehicle from the Federation of Beaches for $1 per year. The town will insure and maintain the vehicle.
Selectwoman Reemsnyder made a motion to authorize First Selectman Griswold to execute the lease agreement with the Federation of Beaches for the Beach Utility Vehicle. Selectman Sibley seconded the motion. SO VOTED.
        
5. New Business:
        a. State of CT – DEMHS – Resolution for Memorandum of Agreement
A Regional Emergency Planning Team has been created by the Department of Emergency Management and Homeland Security. The town is being asked to be part of a Public Safety Communications Grant program. Grant money is available regionally and will be spent so the towns can enhance their communications ability in the event of an emergency.
Selectman Sibley made a motion to authorize First Selectman Griswold to execute the paperwork to enter into the agreement. Selectwoman Reemsnyder seconded the motion. SO VOTED.

        b. Economic Dev. Commission – DEP Rec. Trails & Greenways Program
The Economic Development Commission would like to apply for a grant to do a study for a recreational river trail which would be open to the public. The study would receive 80% funding from the DEP and 20% by the town. The study would analyze current conditions, alternative greenway plans and set a budget. The Selectmen would like more information about the program before making a recommendation.

        c. Short Hills Properties, LLC – Impact to Short Hills Rd.
A developer, Short Hills Properties, LLC, wants to build 7 houses initially and then another 76 houses off  of Short Hills Road (the Tooker property). The Planning Commission held a public hearing on the matter on July 10th and approved the 7 houses. The Inland Wetlands Commission will consider it also. Short Hills Roads would eventually need to be widened to handle the increased traffic if all the houses are built.

6. Public Comment
Frank Pappalardo spoke about various concerns in Sound View:
·       The posts at Alley #3 and Pond Rd.
·       Illegal parking lots
·       Church parking lot
·       Pavillion parking lot
·       Bus on Hartford Ave. that couldn’t make the turn onto Pond Rd.
·       Truck deliveries at the end of Swan Ave.
·       Pavillion dock (with tractor) and the boat lane

Mark Mongillo, President of Miami Beach Assoc., spoke about Alley #3 and said that the Miami Beach Association will work with the Sound View Beach Assoc. to improve Alley #3 to comply with the ADA requirements.

John Boccaccio spoke about the bike patrol checking parking lots and streets. He stated that Miami Beach does not allow coolers on the beach.

Rosemary Boccaccio commented about security on the beach.

The Selectmen discussed the need to find ways to solve the traffic and security problems in the Sound View Beach area.

Selectwoman Reemsnyder moved to adjourn the meeting at 9:40 P.M. Selectman Sibley seconded the motion. SO VOTED.
